Food Safety and Standards Authority of India is an authority to provide FSSAI license to every food business and made compulsory to have a food license before initiating the business. Every food business operator in Mumbai Maharashtra such as the producers, brokers, eateries associated needs to acquire a 14-digit enrolment or a permit number which must be imprinted on Food Packages. The Food license registration authority is an administration to guarantee that the food items experience certain quality checks, that helps to reduce the food adulteration and to serve standard items to the customers. This improves the obligation of produces to fabricate Food in a sterile way.
As indicated by FSS (Food Safety and Standards Licensing/Registration of Food Businesses) Regulations, 2009, Any individual to start or continue any food business will make an application for the concede of a FSSAI License to the Designated Officer alongside charges Under Article 31 of FSS Act, 2006.

Licensing and registration of food business–
(1) No person shall commence or carry on any food business except under a licence.
(2) Nothing contained in sub-section (1) shall apply to a petty manufacturer who himself manufactures or sells any article of food on a petty retailer, hawker, itinerant vendor or a temporary stall holder or small scale or cottage or such other industries relating to food business or tiny food business operator; but they shall register themselves with such authority and in such manner as may be specified by regulations, without prejudice to the availability of safe and wholesome food for human consumption or affecting the interests of the consumers.
(3) Any person desirous to commence or carry on any food business shall make an application for grant of a licence to the Designated Officer in such manner containing such particulars and fees as may be specified by regulations.
(4) The Designated Officer on receipt of an application under sub-section (3), may either grant the licence or after giving the applicant an opportunity of being heard and for reasons to be recorded in writing, refuse to grant a licence to any applicant, if he is satisfied that it is necessary so to do in the interest of public health and shall make available to the applicant a copy of the order: Provided that if a licence is not issued within two months from the date of making the application or his application is not rejected, the applicant may start his food business after expiry of the said period and in such a case, the Designated Officer shall not refuse to issue a licence but may, if he considers necessary, issue an improvement notice, under section 32 and follow procedures in that regard.
(5) Every licence shall be in such form and subject to such conditions as may be specified by regulations.
(6) A single licence may be issued by the Designated Officer for one or more articles of food and also for different establishments or premises in the same area.
(7) If the articles of food are manufactured, stored, sold or exhibited for sale at different premises situated in more than one area, separate applications shall be made and separate licence shall be issued in respect of such premises not falling within the same area.
(8) An appeal against the order of rejection for the grant of licence shall lie to the Commissioner of Food Safety.
(9) A licence unless suspended or cancelled earlier shall be in force for such period as may be specified by regulations: Provided that if an application for a renewal of licence is made before the expiry of the period of validity of the licence, the licence shall continue to be in force until orders are passed on the application.
(10) The licence shall subsist for the benefit of the deceased’s personal representative or any other member of his family, until the expiry of-
(a) the period of three months beginning with his death; or
(b) such longer period as the Designated Officer may allow.
FSSAI LICENSE FEES – MUMBAI MAHARASHTRA

DOCUMENTS REQUIRED
A. Applying for New License
- ‘Form-B,’ duly signed and completed.
- Blueprint of processing unit showing dimensions (mandatory for manufacturing and processing units).
- List of Partners/ Directors/Proprietor/ Trust with full address and contact details ( mandatory for companies).
- List of types of machinery and equipment (installed capacity, horsepower).
- Address proof and Photo I.D of applicant issued by the Government.
- List of food articles desired to be manufactured(in case of Manufacturers).
- The Chemical & Bacteriological Analysis report of ‘water’ to be used as an ingredient in food, from a recognized Public health laboratory.
- Sale Deed/ Rent agreement for proof of possession of premises. (optional)
- Affidavit of proprietorship/ Partnership Deed. (optional)
- A copy of Certificate obtained under Coop Act-1861/ Multi-State Coop Act-2002 in case of Cooperatives.
- NOC & Copy of License from Manufacturer (mandatory for re-labellers and repackers only).
- Certificate/ Plan of the Food Safety Management System(FSMS).
- An ‘Authority letter,’ with the name and address of the responsible person(along with alternative person) nominated by the manufacturer, indicating powers vested with them viz assisting the officers in inspections, the collection of samples, packing & dispatch. (for manufacturers/processors)
- Source of Milk/ procurement plan for milk including the location of milk collection centres.
- Raw material source for meat and meat processing plants. (where applicable)
- Report of pesticides residues in water for units which manufacture packaged drinking water.
- NOCs from local body.
- Form IX: Nominations of persons by a company with the Board Resolution.
- For Hotels, it is mandatory to submit the certificate provided by the Ministry of Tourism.
- Transporters are mandated to provide supporting documents for proof of turnover/ self-declaration of the number of vehicles.
B. Transfer of License
- ‘Form-B,’ duly signed and completed.
- On a letterhead, any change in documents or information provided during grant of the previous license shall be submitted.
- Plan/Certificate of the food safety management system.
- The List of workers, along with their medical certificates which may be shown at the time of inspection.
- Details(Name, qualification) about the technical personnel in charge of the operation. (mandatory for Manufacturing & processing units)
- Form IX: Nominations of persons by a company with the Board Resolution.
C. Renewal
- ‘Form-B,’ duly signed and completed.
- FSMS Plan/Certificate/Self Declaration regarding FSMS/Annual audit report.
- Form IX: Nominations of persons by a company with the Board Resolution.
Steps of the Online FSSAI Registration Process
- Make sure you have an active phone number.
- Log onto the FSSAI portal using your username and password.
- Select Form A and fill in your details correctly.
- After checking, click the ‘Submit’ button.
- You will receive a unique reference number on your phone to track your application.
- Make a demand draft of the specified amount for the FSSAI registration process.
- Print out the application form
Offline FSSAI License Procedure
- You may visit the FSSAI registration office and laboratory in Mumbai for food license in Maharashtra and in order to get the quality of food tested.
- The registration office is located in Bandra (E), Mumbai and the laboratory is at Mumbai Central.
- You can contact the registration office either through their phone number or e-mail.
When is the food license in Mumbai issued?
After signing up on the FSSAI portal, uploading the documents required for FSSAI registration, and acceptance of the documents by DO, you will receive an SMS and e-mail at every step until the license is generated. The DO takes 15 days for scrutiny from the day of final submission of application.
When is the license cancelled?
Food license in Maharashtra may be cancelled under the following conditions:
- Critical violation of the guidelines issued by FSSAI, resulting in an adverse impact on the health of consumers.
- Outbreak of diseases and food poisoning due to poor food quality.
- Food license in Mumbai will be cancelled if the food handler has a history of not meeting the food security standards and continues with his aberrant practices.
